はてなは、英語で書くのが難しいですね。和文で書いた場合には生きる改行が有効にならなかったり、思うように表現できません。たとえば、英語の文章のところでは
タグが必要なんです。
よくないのは、見出しタグを付けると勝手にtwitterボタンが付いてしまうので、大きくしたい場合は、fontタグを使わないといけないということ。意味構造でなくて、体裁表現になってしまう。これはかつて古瀬さんが盛んに批判していた体裁のタグで見た目的に見出しにしてしまうというHTMLの文法の間違った使い方を誘発してしまうことになる。
（これについては、はてなに問い合わせています。）
とはいうものの、今回はできるだけ体裁を優先して書きます。
以下のようなproposalについての文書を公開します。

1. After we receive the proposal, we consult our reviewers
2. After our reviewers report us that your work has value to publish, I will make a contract of publication.
There is possibility that I request you more information in process 1 and 2 of reviewing your manuscript.
There is possibility that I request you to tell us possible reviewers of your manuscript.
